Izout (voiced by David Lodge) is a mutant who is heavily armed with guns and grenades and used by Frax.
He helps breaks into Bio-Lab to steal the Zirium Powder. Frax makes off with the Zirium Powder and leaves Izout to fight the Rangers. He lures the Time Force Megazord Mode Blue to damage it badly in a bomb trap, but is taken down by fire from the Time Jet.
